Project Overview

San Francisco Recreation & Park Department, in partnership with the Department of Emergency Management, is renovating Kezar Pavilion to continue serving as a regional destination for tournaments, public recreation, and neighborhood programming.

During major emergencies, the renovated facility is planned to function as a Disaster Response Facility, supporting the City’s ability to deploy aid, provide shelter, and coordinate emergency response and recovery operations.

Scope of Work

The renovation is intended to preserve the building’s historic character while modernizing and enhancing the interior to make it more comfortable, flexible, resilient, and useful for both day-to-day public use and emergency operations.

Continued Recreational Use Kezar Pavilion will continue to support tournaments, basketball events, community recreation, and neighborhood programming.
Emergency Preparedness The facility is being planned and upgraded to support multiple disaster-response functions during major emergencies.
Historic Preservation + Modernization The project seeks to protect the pavilion’s identity while upgrading the building for long-term public service and resilience.

Background

In March 2020, San Francisco voters approved the Earthquake Safety and Emergency Response (ESER) Bond to address critical public safety needs citywide. Following a major earthquake or other disaster, the City will rely on selected public buildings to act as Disaster Response Facilities.

Kezar Pavilion has been identified as one of those facilities. In non-emergency times, it will remain an important public recreation asset. In emergency conditions, it is intended to support response, coordination, and community assistance efforts.

Funding

$20 Million

Initial project funding has been allocated from the 2020 Earthquake Safety and Emergency Response (ESER) Bond.

The remainder of project funding is anticipated to come from a future 2028 Parks Bond.
